This three-part report, ELECTION 2000: Uncounted Votes & Election Reform, covers a number of vital issues raised concerning the U.S. presidential election process. PART 1 is a statistical analysis originally issued by the U.S. General Accounting Office (GAO) on the factors that affected uncounted votes in the 2000 presidential election, including the limitations of certain types of voting equipment in rendering a complete and accurate vote count following the 2000 presidential election. PART 2 is a case study originally prepared for Rep. Henry A. Waxman (D-CA) by the Special Investigations Division of the Committee on Government Reform, which details election reform in the Detroit and the new voting technology that significantly reduced uncounted ballots in Election 2000. PART 3 contains summaries of election procedures by state as well as the types of voting machines and other voting methods used by each state. It also describes state recount and contest procedures including deadlines for initiating such proceedings. Part 3 of this report was prepared by various members of the U.S. House of Representatives' Minority Staff of the Committee on Government Reform.
